Abstract:	This dissertation investigates the descriptive and substantive representation of Black women in the Chamber of Deputies in the 56th Legislature (2019 to 2022), when they occupied only 2.5% of the seats (13 black women deputies). The research problem seeks to understand whether Black women in the Brazilian lower house focus more on issues related to Black women than other groups of parliamentarians. The aim is to understand to what extent the presence of Black women in the Chamber of Deputies contributes to the presentation and approval of proposals aimed at Black women. To do this, it was collected, categorized, and analyzed the proposals from the 56th Legislature that mention “Black women” and “Black women” and terms and expressions related to Black women's rights. Thus, in the light of the research's basic bibliography, the proposals were compared and analyzed according to the race/gender categories of the federal deputies who presented them – Black women, white women, Black men, and white men. Despite having presented a higher average number of proposals than the other groups, black women parliamentarians presented a very small number of proposals compared to the other groups, since they occupied only 13 of the 513 seats in that legislature, and rarely managed to get these proposals approved in the Chamber of Deputies or the Federal Senate, reaching only lower levels of the legislative process, with few positions of leadership of parliamentary parties and blocs held by these women.
