Abstract: The implementation of public integrity culture is still a topic little discussed academically, especially with regard to the training and development of integrity leaders in the sphere of the Federal Public Administration (FPA). The implementation of the necessary integrity mechanisms, however, in addition to being a moral issue, is a socio-economic demand, as it contributes to the sustainable development of the country, attracts investment, improves the economy and makes the country more prosperous by improving the lives of all citizens. Considering that the leader significantly affects the processes and results of a team, improving the performance and effectiveness of the group and having an impact on the performance of the organization as a whole, any initiative to implement or promote an organizational culture invariably involves the figure of the leader as a catalyzing tool for cultural realignment. Based on this premise, the present study aimed to identify whether managers and leaders of the Federal Executive Branch are training themselves on the subject and feel prepared to implement a culture of integrity before their work teams. Based on this premise, the purpose of this study was to identify whether managers and leaders of the Federal Executive Branch are training themselves on the subject and feel prepared to implement a culture of integrity within their team. To this end, primary data was collected through the application of an electronic questionnaire whose target audience was managers and leaders working in the ministerial sphere of the Federal Public Administration (FPA). The secondary data used refers to data available on government portals and panels, through active transparency and those made available by the Comptroller General of the Union (CGU) and the National School of Public Administration (Enap), through Fala.Br. Active transparency data supported the delimitation of the research target audience and comparative analyses; the information obtained through Fala.Br provided necessary elements relating to the training and development events for integrity leaders promoted from 2018 to 2023 by the CGU as the central body of the Integrity, Transparency and Access to Information System (SITAI) and by Enap, as the main responsible for training FPA employees. Based on the results found, it was possible to verify that training is a major challenge in the journey towards implementing a culture of integrity in the APF, more specifically, with regard to the following aspects: i) the offering of training events that cover the profiles specific and real needs of public leaders and managers is still reduced; ii) the contents, strategies and teaching-learning methodologies do not address the unique challenges of this segment; iii) lack of indicators to evaluate the effectiveness of training actions for integrity leaders. Additionally, the data obtained indicated that training, culture and sponsorship of senior management were perceived as factors that can influence initiatives in favor of public integrity.
