| Abstract: | Introduction: Tuberculosis remains as an important public health problem and the magnitude and health relevance of the disease has led to its inclusion in political settings in several countries in recent decades. In Brazil, disease control actions were developed in response to the different epidemiological, social and economic scenarios. Although there is a recommendation to decentralize activities to primary care services, the performance of municipal programs can hinder or enhance their development in local context. Objective: The present study aimed to analyze the evaluability of the Tuberculosis Control Program (PCT) from its operationalization in the Health Microregion of Unaí-MG. Method: It is an evaluability analysis, an exploratory and qualitative study. It was used the triangulation of data collection techniques, with documentary analysis, semi-structured interviews, questionnaire and focus group. Results: Eleven of the twelve municipal managers agreed to carry out the research, totaling 18 appointed professionals who participated in heterogeneous manners in the different stages. Although all municipalities carry out actions related to the disease, not all carry out the treatment and monitoring of diagnosed cases. Several inputs were unavailable for carrying out the activities, and the investigation and treatment of latent infection are still incipient. Furthermore, there was a fragmented conformation of the tuberculosis care network, and patient care remains centralized in a reference unit. The dimension of programmatic strategies was the one that presented the least weaknesses in its operationalization, while the actions related to the management and organization of the program were the ones that presented more obstacles in the analyzed context. It was also identified differences regarding the understanding of the key informants about the objectives and goals of the program and possible paths for future evaluation processes. The validation of the model developed showed that, although all items are considered feasible for execution at the municipal level, the contextual factors identified interfere with the program's performance and, if the limitations are not minimized or controlled, the intended results will not be achieved. There was a low use of planning and management mechanisms for interventions related to the tuberculosis program, as well as a misunderstanding in the professionals' perception regarding monitoring and evaluation activities. Conclusions: The results pointed to the need for corrections prior to the achievement of complete evaluative studies, especially with regard to the consistency and availability of information for the evaluation. The program can benefit from evaluative studies directed at processes, contributing to identify the fulfillment of program objectives, pointing out areas for improvement and inducing the redirection of actions and human and material resources that meet the demands of the sick population or at risk of becoming ill, to generate more effective and cost-effective services. |
