Abstract:	The Theory of Multi-Level Governance introduces a new approach to understand federative relations in most diverse levels (governmental and non- governmental), based on local and regional levels. The justification for the study of the Multi-Level Governance also relies on the complexity of the decision- making in federal system countries, helping to clarify the collective action dilemma, promoting the expansion of vertical and horizontal frameworks, which are endowed with a cohesive and transparent decision-making process, promoting, in this context, regional development. This, the research aims to analyse the contribution of the Multi-Level Governance of the water resources of the articulation of the São Francisco River Basin Committee to the climate change adaptation process in the sub-medium São Francisco river. As for the methodology employed, the research adopted a case study strategy, with a qualitative approach, descriptive and explanatory objectives, which were carried out through bibliographic, documentary and field research - the latter was organized based on semi-structured interviews with local actors. As a result, the research findings show that Multi-Level contributes to the improvement of intergovernmental relations in the Brazilian federative context and can be a link between regional development intention and its concrete realization, fostering it from the outset, enabling the democratic insertion of vulnerable populations in the decision-making process.The research also shows that the participatory levels of the Committee are important instruments of articulation and function as a strategy for the development of both the municipalities involved and the entire regional environment. It can foster public policy planning, implementation and shared management to solve common problems, and grant visibility to the region before the other levels (state, federal and international), which favours Multi-Level Governance.
