Abstract:	This work has for objective to identify, to classify and to analyze the motivations and the critical factors of success that should be considered in the process of planning of interorganizationals systems in the public section using the Internet. Initially a theoretical referencial was developed about planning of interorganizationals systems and also a study on the presence of the public organizations in Internet. Starting from the literature revision, the critical factors of success and the motivations for the planning of interorganizationals systems in the public section in the Internet were identified. Soon after, selected public organizations that eventually could participate of projects involving interorganizationals systems were identified and, limiting the selection to organizations with area of performance related with themes of interest of the Central Bank and hierarchical relation to Treasury department, to validate the theoretical referencial. Starting from interviews with the responsible for the area of planning of systems of information of the selected organizations, the motivations and the critical factors of success identified were classified. After the classification, the motivations and the critical factors of success were analyzed, for a study of an approach integrated in the government's actions that have for objective the information services rendered to the citizens, using the Internet, through the development of interorganizationals systems. The conclusion registers that the decision of implementing interorganizationals systems can mean a paradigm break, for to stand back in the traditional way of administration of systems and to pass to live together with the benefits (and risks) of the collaborative model, accepting a new model, with other limits and new rules. Like this, the migration for collaborative environment, with the presence of interoganizationals systems, is a paradigm change, and as such it should be faced by the organizations: with politics and appropriate strategies to the new environment, starting from clearly identified motivations and with institutional support, besides dedicating special attention for the critical factors of success, that can define the results in the new taskwork.
