Abstract:	The objective of the research is to investigate how the idea of culture is presented in Mercosur. The work intents to understand how the conception of culture used in Mercosur is related with the contemporary debate about culture. The work seeks to understand how the idea of culture relates to the idea of development in Mercosur. For this reason, this work will do an analysis of the minutes of meetings of the ministers of Culture of Mercosur between 1998 and 2010. Con-sidering the many ways of experiencing the culture, the work seeks to analyse how the idea of culture changed and which what it was related. The minutes include meetings held during the administration of Fernando Henrique Cardoso and Lula, thus is possible see the differences and similarities in the treatment of culture during the two governments. The first part of the paper consists in the presentation of the historical context of the formation of Mercosur. After this first part, the paper analyses the minutes of the meetings during the Cardoso administration, discussing the main themes present in the minutes. After that, there is a brief discussion on the foreign policies of Cardoso and Lula, showing differences and similarities, and finally, an anal-ysis of the minutes of the meetings during the Lula’s government.
