Abstract: Foodborne diseases (FBD) represent one of the most common and important public health problems in the world, and despite the considerable global burden of FDB, the total extent of unsafe food and its damage to the public are unknown. The objective of this work was to validate a food safety evaluation instrument with applicability in home kitchens. The preliminary version of the checklist was prepared following an extensive literature review based on Brazilian legislation such as RDC nº 216/04 and RDC nº 275/02 of ANVISA; ISO 22000: 2016 and the Codex Alimentarius. The validity of the instrument was performed through content validation, criterion validation, and instrument reliability assessment. For the validation of content, seven experts with experience in the field participated in the Delphi technique and the semantic validation. The criterion used for the approval of the items, as to their importance for the prevention of food contamination and clarity of words, was to obtain a minimum of 70% agreement between the specialists (values W ≥ 0.7). In addition, the items should have a mean ≥3 for the importance assessment (content validation) and clarity (semantic evaluation) to be maintained in the instrument. After the expert's phase, the criterion validation was performed through another semantic evaluation with a focus group composed of 13 undergraduate students, a moderator and a process observer to evaluate each item for its clarity, considering its level of comprehension of item. The final version of the checklist consisted of 77 items, divided into four blocks. The checklist developed was validated concerning the content with value W of 0.86 and approved in the semantic evaluation. To evaluate the reliability of the instrument, a survey was carried out with on-site application in 226 kitchens of residences inserted in the Health Regions of the Federal District. Of the participating manipulators, 64.6% were female, 29.2% had completed tertiary education, and the mean age was 42.37 years (± 1.25). The households had an average of 3.38 (± 1.48) residents, and 40.0% declared the monthly family income between five and 15 minimum wages. According to the concepts of RDC nº 275/02 of ANVISA for the classification of hygienic-sanitary conditions, the sample was considered as medium risk environments of food contamination, considering that there were 75% (n = 170) of conformities found in the places searched. Considering the results of the classification of the hygienic-sanitary conditions of the residences, a statistical difference was observed between the South and Center regions (p = 0.034) and between the South and North regions (p = 0.013). It was also observed a statistical difference between the results obtained between houses with zero to a minimum wage (SM) and those receiving between 5 and 15 SM (p = 0.017), as well as between those who earn from zero to SM and who earn above 15 SM (p = 0.009). Regarding the reliability of the instrument, from the KR-20 test, it was verified that the instrument obtained an "Acceptable" internal consistency (α = 0.758).
