Abstract:	An Urban Pavement Management System (UPMS) aims to keep sections in the best condition at the lowest cost. The general objective of this research was to develop a spreadsheet in Visual Basic Application – VBA for planning the activities of Maintenance and Rehabilitation - M&Rs according to a certain budget, from the hierarchy of the sections by the Priority Index - IP. It was evaluated 150 sections in 2019. As a result, M&Rs were defined for each segment and its respective area (m²) and cost (R$). The sections were ranked and, thus, the segments that would receive M&R in that fiscal year were defined, according to an available budget. As conclusions, it is highlighted that the use of the VBA language satisfactorily meets the demands of municipal public bodies. The VBA spreadsheet has advantages in terms of acquisition costs when compared to other commercial software specific to UPMS. Therefore, this is a tool that can be implemented in all Brazilian municipalities in order to improve the quality of decisions taken in urban pavement interventions.
