Abstract:	This dissertation is linked to the Comparative Studies in Education (ECOE) research line and to the Generations and Youth Research Group (GERAJU) of the Postgraduate Program in Education at the University of Brasilia (UnB). The general goal of the research was to understand the policies, actions and challenges of the Federal Institutes of Amapá and Brasília in the process of inclusion of students with visual impairment. To unfold this study, the specific objectives were: i) to analyze how the inclusion of students with visual impairment is provided for in the legal and institutional documents of the federal institutes; ii) to identify the policies, actions and projects developed by the two federal institutes in the area of visual impairment; iii) to apprehend the perspective of institutional managers on inclusion and identify the challenges faced to promote conditions of access, participation and learning of students with visual impairment. For data gathering it was used the narrative interview with experts (institutional managers) of the Federal Institutes of Amapá and Brasilia, held in the months of March and April 2021, through the Google Meet platform. The documentary method was used to analyze the data. As a result of the research, it was evident that the youth period of the managers was a moment of manifestation of the first signs of desire for the inclusion agenda. It was also revealed that the inclusion actions are organized in their system considering the specific need of the student. The invisibility of the student with visual impairment caused by the indifference of the agents promoting education; the absence of institutional policies and norms at the rectory and campus levels for the area of visual impairment were evidenced as challenges.
