| Abstract: | This research deals with the construction and systematization of urban resilience parameters to contribute to the land regularization procedures of the Federal District in the occupied area outside the planned urban limits of the satellite city of Ceilândia, called Ceilândia Borders. According to Fernandes (2011), it is accepted that from one tenth to one third of urban dwellings in Latin America have irregularity, nonetheless, a situation that reaches the level of 80% of the urban fabric in Brazil (SANTOS, 2018). In the Federal District, the inability of the government to provide the right to the city and housing was evidenced by land management decisions that disregard the most vulnerable layers of the population who, consequently, settle in irregular or risky areas. Moreover, the current legal procedures for land regularization do not have parameters that foster urban resilience, understood as the ability of communities to withstand tensions in their social infrastructure, persist, maintain, and expand their functional structure (GONÇALVES, 2017), favoring competencies that create functional conditions for spatial and environmental sustainability (ANDRADE, 2014). This study considers that urban resilience has relevant parameters for the construction of an environment regulated by a matrix of attributes that holds efficiency, equity, and self-sufficiency capable of providing better living conditions to the most vulnerable sectors of the city (ACSERALD, 1999). Based on the literature review, this research aims to raise and systematize parameters of urban resilience in the format of evaluation matrix to subsidize future urban projects in the territory of the Federal District and minimize social, environmental, and urban conflicts. Furthermore, it aims to assist the process of land regularization by covering environmental and spatial sustainability (ANDRADE, 2014), having as first evaluation the informal settlements in the region of the Ceilândia Borders. As for the methodological path, because it involves analysis of the various urban and social dimensions of the urban macro and meso scale (SHARIFI, HERNANTES, CASAUS, 2019), the philosophical framework of the research was grounded on the transdisciplinary perspective and complex thinking (NICOLESCU, MORIN, ANDRADE, 2014). Considering the public interest involved in the study, claimant/participant methodological procedures were used, and, in progress of the research, interviews were conducted with local community members to build the current physical and social diagnosis of the area, as well as to recognize their needs and capabilities and. This study resulted in the elaboration of an evaluation matrix to subsidize a land regularization plan, with systematization of the resilience parameters for the steps of the legal process of land tenure and access to decent housing in the territory of the Federal District, having its application in the Administrative Region of Ceilândia. The mentioned parameters were divided according to resilience in its dimensions: social (schooling, health, and welfare), environmental (urban infrastructure, environmental impact, and mobility), economic (sustainable economy, employment, and income) and legal (collective identity and community support, urban planning project, land registry and urban control).
