Abstract: This research discusses how the social mobilization promoted by the Fórum Permanente de Defesa do São Francisco da Bahia has helped modifying the power relations that affect public policies aimed at developing the São Francisco basin. The analysis focuses on the relationship among the members of this social network, from their vantage point. The Fórum has been a prominent in: 1) opposing the proposal to transfer water from the São Francisco river to other watersheds in the Brazilian Northeast, 2) supporting the proposal to revitalize the river, and 3) participating in the São Francisco Basin Committee. I interviewed 17 key-informants representing state and federal governmental agencies, the Basin Committee, civil society, and Public Attorney ‘s Office. The analysis covered the first term of President Luiz Inácio Lula da Silva (2003 – 2006), and part of his second term (2007 – 2008), which was also the first two years of one of his closest allies – Jacques Wagner – as governor of the state of Bahia. I discuss the political opportunities created after the election of President Lula and Governor Wagner, as well as the distinct projects that came to the forefront of the political struggle. Emphasis is given to the effects that the increased opportunities for cooperation between government and civil society organizations have had on mobilization and protest. Both state and society are treated as contested public spaces, wherein a plethora of social actors contend for Power. The new political environment has had ambiguous effects on collective action. Civil society organizations became partners of the federal government in several projects, which meant increased participation in decision-making and the transferring of financial resources from the government to NGOs. On the other hand, this sort of collaboration has inhibited social mobilization and protests against the government. In the São Francisco region civil society organizations have lost autonomy vis a vis the state.
