Abstract:	Based on the research question about the implications of the fiscal austerity implemented by the Temer government for health policy, this dissertation aimed to analyze the implications of the fiscal austerity policies implemented by it within the scope of social health policy among the years from 2014 to 2019. This work situates the object of study in a social, political and economic context permeated by the structural crisis of capital, the deepening of the financial hegemony and the growth of the public debt of the national states, the implications of neoliberal measures in the context of international financial capital, through permanent fiscal austerity policies, deliberately applied from the Temer government to the social health policy, mainly with the institution of EC 95/2016 and EC 93/2016. In addition to the bibliographic survey about social policy, public funds and austerity, we worked with survey of budgetary data, among other data, at Siga Brasil, Anfip, IBGE, among other sources. The study also presented two research findings. The first identified that the New Tax Regime materialized in EC 95/2016 is an instrument of prohibiting public fund revenues to finance primary expenditures, including health, and, therefore, it is not a freeze on expenditures, but rather, a mechanism to block revenue for primary expenditures. The second showed that the EC 95/2016 approved in the Temer government, after a coup, is a mechanism for the plundering of the public fund through permanent fiscal adjustment. The study brings as final considerations the finding that the permanent fiscal adjustment mechanisms consolidate the process of unfinancing the health policy, mainly with the post-coup measures of 2016 in force of the EC 95/2016 and the increase of the DRU with the EC 93/2016. In a context of ultra-neoliberal policies, of deepening the setback in the guarantee of social rights, the researchers (s) of this Latin American country and of the world, contribute in their own way, in the struggle for the construction, in the words of Olga Benário, “of a world fairer". Researchers from this country, in the course of historical process, in the midst of an ongoing pandemic, as the final lines of this dissertation are being written, contribute in their own way to the development of science that has as its ultimate goal, the human.
