Abstract: The objective of this research was to study the expansion, profile, and quality of the Private sector of High Education (HE) in Brazil, between the year 2007 and 2016, with its respective public policies. To this end, it was developed a mapping of research about this topic, followed by the analysis of public policies, supervision, regulation, and assessment towards Private High Education. To determine the profile of Private Higher Education, a breakdown of institutions and public financing by means of FIES, as well as micro-regions in which they are concentrated, was created to showcase the concern over its asymmetrical offerings. Then a description of each profile of academic institution and the quantity of enrollments for each course – in person or online – in the Brazilian regions was created, linking them to the Quality Indicators (QI) advocated by SINAES. Finally, there was the analysis of public policies and its references, debating the development of the mass offer and if those polices were enacted. The chosen methodology was quantitative technique, data analysis, description, and use of information, that were structured based on consultations on the public database from the National Census and QI. During the analysis, it was found that the national research production related to High Education Post-Grad stricto sensu, focuses on the analysis of case studies, comparing between courses etc. This approach does not favour the debate towards the development of public policies, analysis tools, supervision, and evaluation of High Education Institutions (IES), as the law regulation of HE treats the different administration profiles, public and private, using the same analysis tools. The lack of recognition of the duality of its system and its respective functions, presents itself as an issue for the development of qualified high learning, considering that despite the private market being fomented, its tracking, supervision, and evaluation do not consider its differences. The use of government financing had an important role as promoter of course offer expansion, however, this public policy focused solely on increasing the number of institutions, created a concentration of IES in main capitals, instead of periphery expansion, resulting in deeper regional asymmetry. Our data concludes that are insufficient QI when referred to ENADE, only achieving better percentages if used data from the Educational Census – CPC and IGC. The QI gathered does not indicate any betterment of the expansion process or decline of regional asymmetries, therefore, this research questions the indicators efficiency and its transparency to analyse High Education. In conclusion, the public policy for private IES does not consider its particularities and neither its social impact as more than 70% of High Education enrollments happen in the private sector.
