Abstract:	: One of the most important and sensitive areas is public procurement, since it moves a large volume of financial resources, as well as providing subsidies for the final activities of their respective bodies and entities to be carried out successfully. In this context, it is highlighted that the indicators are essential management tools in the monitoring and evaluation of organizations, enabling the monitoring of the achievement of goals, quality improvements, correction of problems and needs for change, and especially in this work, in the performance evaluation of public purchases. The objective of the study in question is the evaluation of public purchases of information technology at the University of Brasilia. This dissertation will adopt the multipaper format, that is, the elaboration of the dissertation with a set of articles, each of which has its own characteristics such as objectives, theoretical framework, research method, results, discussions and conclusions. Study I aimed to survey Public Procurement Management indicators, through a literature review that follows the protocol proposed by Cronin, Ryan and Coughlan (2008), covering articles published in the Web of Science database, in the last five years old. In order to achieve the state of the art on purchasing management indicators, the review identified thirty-eight indicators, and it is also possible to verify methodological gaps that may be the subject of future research. Study II analyzed the indicators collected in Study I, using the value chain methodology and the six Performance indicators - called 6E's -, according to the metamodel presented in the Performance Measurement Reference Guide proposed by the Ministry of Planning, Budget and Management ( MPOG). According to each indicator sheet, the data were collected and, as a result, a final aggregate performance of 75.70 out of a maximum score of 100 was obtained. It is reinforced that the aggregate performance was satisfactory for the period evaluated, having considering that the entire ICT procurement management was decentralized to STI in mid-2017, that is, only three years executing its purchases independently. In this way, measuring the performance of public procurement allows top management to understand how the purchasing flow develops within the organization, how this logistical activity is being carried out and how it impacts on the organization's core activity, enabling efforts to be improved this activity.
