Abstract:	This graduate thesis examines the process of political and institutional change in Brazilian public policies whose focus lies on social programs collaboratively implemented with civil society organizations. The theme is analyzed through the case study of rainwater harvesting in Brazilian semi-arid region from 1999 to 2019. The semiarid region is characterized by water shortage in annual periods of drought e by the following political dynamics related to water ownership. Policies in the region – emergency actions, construction of weirs, and programs of agricultural irrigation – have not being able to universalize water access to rural families. When confronted with this wicked problem, local organizations developed social technologies able to decentralize harvest water: the cisterns. In order to provide rural people with access to drinkable water, a civil society network called Articulação do Semiárido Brasileiro (ASA) launched the One Million Rainwater Harvesting Program (P1MC) in 1999. It soon became close partner with the new Ministry of Social Development (MDS), responsible for social programs and strategies of poverty reduction. In the last years, the country has been struck by a political and economic crisis which create a growing scenario of uncertainty regarding the future of social public policies. The research has used the Advocacy Coalition Framework (ACF) and its categories to explain change in the public policy implemented collaboratively with State and civil society. It is a qualitative research. Data have been generated through interviews and documents. Through the categories of ACF, a code for the analysis was built and has been applied in the collected material. Furthermore, the research has deployed the process tracing method in order to identify causal mechanisms that would explain the relation among the variables responsibly for change. Two adversarial coalitions involved in the public policy have been identified. The result is a configurational explanation. Policy change was caused by external subsystem events – such as changes in socioeconomic conditions, changes in systemic governing coalitions and interference of other policy subsystem –, change in the long-term coalition opportunity structure – openness of political system –, and on adversarial coalition strategies. Those factors caused change through the activation of causal mechanisms of coordination, learning, negotiation and pressure. The research has two main contributions. The first is the deployment of ACF in order to understand and explain changes in social policies in the Brazilian context. Lastly, the research adds to the ACF epistemological contributions from the Historical Institutionalism (process tracing and explanation based on causal mechanisms).
