| Abstract: | For decades, courts have been suffering from a slow judicial process, which has contributed to the increase of Artificial Intelligence (AI) to fix the problem. Zeleznikow (2017) and Langbroek (2019) opened space for a discussion about implications of AI adoption in judicial speed. Therefore, this work identifies the factors and implications of AI on procedural speed, through a case study at the Supreme Federal Court (STF), which was selected due to the agency's strategic relevance and the high interest of professionals and researchers. Initially, a systematic bibliographic review was executed. Subsequently, the information about the case was obtained from documents and interviews. Then, a content analysis was fulfilled. It was evidenced that the use of AI in the STF had as a motivation the systemic impact of the organ decisions and the slow judicial process. It was decided to use AI in the Procedural Screening due to the high volume (80 thousand/year) of Extraordinary Resources that deal with themes of General Repercussion (RG) and because this task doesn t involve mini The technique used was natural language processing with machine learning algorithms and artificial neural network models. With these resources it was developed five services with indirect impact on procedural speed. Of the 730 recognized RG themes, only 29 are trained in AI. The exclusion of others was due to the high randomness of information or the low number of samples. As an indirect result of AI, 2 professionals can be redirected to act in the Judgment, which generates R$ 570 million in annual budget savings, with a return on investment in 3 years and with a possible impact on speed. In addition, although it contributes, AI does not have any effects on process speeding on the evaluated case study. There was a reduction in the time taken to process cases - between internal areas of the agency. However, a literature reports direct impacts. Therefore, it is presented a consolidation that links AI resources of the case study with the literature review and the respective impact on judicial action. Furthermore, it is recommended to check the gap created by Zeleznikow (2017) and Langbroek (2019), through quantitative research determine possible generalizations related to the impact of AI on procedural speed. |
