Abstract: Government innovation laboratories are flexible places where creativity is fostered for the development of new responses to management challenges and hence public policy. They are characterized by the cooperation and diversity of its participants and the collaborative approach to the problems, focusing on citizens. In a bureaucracy in which change carries risks and faces resistance, innovation labs are beginning to transpose the public administration landscape around the world as a solution to these obstacles. These structures evaluate the impacts and results of innovations through experimentation and establish themselves as spaces for testing innovations. In this context, this study aimed to provide recommendations for a possible implementation of a government innovation laboratory at the University of Brasilia. Therefore, based on a broad literature review, several theoretical conceptions on the subject were presented and discussed. From there, through a mixed methodological approach, the research was divided into two fronts, one quantitative and one qualitative. The first quantitative step sought to verify the innovation capabilities of the University through the experience of UnB's administrative technical servers, and by applying a questionnaire to 117 servers, it was possible to analyze whether the University's administrative management can be considered innovative, or In other words, if UnB brings together the innovation capabilities necessary for the implementation and maintenance of innovative programs, descriptive statistics techniques were used for this analysis in addition to the Cluster analysis and the Mann-Whitney test. Likewise, in the qualitative stage, through the perception of managers of innovation laboratories in the context of national public management, we sought to identify the determining factors that influenced the realization of these units and still obtain guidance for UnB, thus, three interviews were conducted. semi-structured, which were examined through content analysis. The results did not indicate an innovative scenario in administrative management at the University of Brasilia, being the area of People Management considered as the most important in building an innovative environment, while being the dimension with the least number of practices focused on innovation. Similarly, the main barriers to implementation of the identified laboratories were: resistance to change and risk aversion; Political interference and decisions far from reality; Lack of a culture of learning and collaboration. The main facilitators concern: Transformative leadership, skills development and results management; Legitimation, organizational communication, political support and constancy of purpose; Technological management that meets the needs of teams. As the main guideline for UnB, it is recommended that, prior to the implementation of a laboratory, improvement actions are focused on innovation, especially in the area of People Management, so that innovative projects can be discussed thereafter.
