Abstract:	This research aims to comprehend how the interests, disputes and conflicts between publicist and privatist positions are expressed in relation to the financing of education, in the Chamber of Deputies, through the legislative initiatives of the Representatives. The theoretical reference was based on the definition of State, understood as an arena of conflict and dispute among classes and fractions of classes, taking as reference the contributions of Poulantzas. The impacts of neoliberalism on the State and on social policies, such as education, have also been discussed, and its relation to privatization processes. In this respect, the historical course of the conflict between public and private in the financing of Brazilian education, the impacts of the privatization on the right to education and the main forms, policies and strategies of privatization that burden upon the public education in Brazil were presented. The research considered the time frame of the 55th Legislature of the Chamber of Deputies, and analyzed the bills presented by the Representatives, the bills which were voted by the Committee on Education and by the Plenum, as well as the topics of public hearings and seminars promoted by the Committee on Education. The research aimed to identify the presence of privatist and publicist tendencies on the positions of the parliamentarians – which were expressed on the analyzed material, according to the proposed categorization. It was possible to identify the main publicist and privatist positions defended by the parliamentarians, as well as the main points of the conflict between public and private. The results showed that the topic of financing plays a significant role to the propositions and to the debates on education, mainly among the Bills of Amendments to the Constitution and Bills of Complementary Laws. Most of the propositions presented by the Representatives had a privatist tendency, while most of the voted and approved bills had a publicist character. It was noticed that the public-private conflict expresses itself in different correlations of power and different intensities, according to the different aspects analyzed. It was concluded that the conflicts between the publicist and the privatist occur on a continuous way in the Chamber of Deputies, through the legislative action. It is strongly highlighted by the contradiction, - on the ideological positions of the political parties and the actual propositions of their Representatives -, and even on positions that were both privatist and publicist from the same Parliamentarian. Hence, the main role of the conflict was played more by proposals and bills than, necessarily, by players with strict and defined positions and actions on each of the sides
