Abstract:	The present dissertation focuses on international cooperation in the area of defense developed by Brazil in its strategic environment. The research proposes to critically analyze the diverse governmental actions in that segment of international cooperation, seeking conclusions that establish parallels with the country's interests, especially those established in the Federal Constitution of 1988, National Defense Policy, National Defense Strategy and the National Defense White Paper. The temporal cut of the research covers the period of the two presidential mandates of Luís Inácio Lula da Silva (2003-2010). The temporal choice is justified by the need to evaluate a period in which the Brazilian State adopted a discourse in which the concept of "grand strategy" was recurrently present in the speeches of some of the highest governmental authorities, covering topics such as Defense and Diplomacy as leading figures in this endeavor. This theme, as a whole, fits into the context of Brazil's emergence on the international stage, when the country awakened the attention of much of the world as a nation on the rise. The image transmitted to the international community was that of a Brazil economically strengthened and, at the same time, honored by the maintenance of a political discourse aimed at peace and development, to be achieved by reducing the differences between the richer nations and the poorest, the promotion of respect for equality among peoples and the effective democratization of the international system. The first objective was to examine, empirically, how the issue of defense cooperation was addressed during the period considered, and thus to verify the hypothesis that this activity, as an instrument of Brazilian foreign policy, contributed to the international projection of the Brazil, consistent with the country's stature and in line with official diplomatic discourse. At the time, Brazil disseminated to the world, through its defense policy, its vocation for dialogue and cooperation, in the search for an affirmative insertion at the international level. It is considered, in this work, that in the period of the governments of Lula da Silva there were advances in the valorization of the articulation between its diplomacy and the military aspect of the State, considered primordial tools for its international insertion.
