Abstract:	This Doctorate Thesis presents the genesis, development and assessment of the Instrumental Enrichment Program ímplementation - PEI - in the State Public High Schoois of Bahia. It is based on a personal experience carried ouí since 1999 and followed by a research project designed to evaluate the effectiveness of the PEI program, as an appiícation of the Structural Cognitiva Modifiabílity Theory and of the Mediated Learning Experience, a methodologicai straíegy based on the strength of the document (fourteen instruments) and on human mediation, as far as the understanding, signification and transference of information by teachers and students are concemed. The PEI can be considered as a political program, integrated in the "Educate in order to succeed" Program, which through specific exercises strengthens cognition, developing competency, skills, cognitive functions an mental operations ieading to cognitive autonomy. The investigation comprised a comparative study between 10th and 11th graders of the Schoois that had already adopted the PEI in their curriculums (experimentai group) and the students from other schoois who did not experience PETs intervention (control group). The data analysis reveals paradigmatic changes in the teaching/leaming process caused by the application of PETs Instruments.
