Abstract:	This dissertation analyzes the impact of the public policy of educational financing on improving the quality of education as measured by the IDEB. To do so, the scope used was the last stage of basic education, the State High School network, from 2006 to 2015. The research was based on the study of the historical context of educational financing throughout Brazilian history, the legislation regarding the Brazilian educational financing, mainly the educational guidelines present in the Federal Constitution; Law no. 9,394 / 96, Law on Guidelines and Bases of National Education - LDB; Law no. 9,424 / 96, which established the Fund for the Maintenance and Development of Primary Education and Valorization of Teaching - FUNDEF and Law No. 11,494 / 2007, which created the Fund for the Maintenance and Development of Basic Education and for the Appreciation of Education Professionals - FUNDEB. A study was also carried out on the implementation of a systematic evaluation of the quality of education, in particular the Basic Education Development Index (IDEB), a quality indicator of Brazilian education measured by the National Institute of Educational Studies and Research (INEP). The research consisted of analyzing the data related to the expenditure committed to the education function, in the High School modality, relating to the number of enrolled students and establishing a comparison with the grade achieved in the IDEB. The main objective was to verify if the increase in investment in education, which occurred mainly after the institution of FUNDEB, impacted on the improvement of the education offered. The correlation analysis, proposed by Cohen, points to very heterogeneous results among the Federated Units, contradicting the expectation of a direct and positive relationship between the variables educational investment and IDEB. In a large number of states, this relationship was negative, and in others it was small or medium. Thus, the results do not indicate a correlation between the analyzed variables, suggesting that other factors may influence the improvement of the quality of Brazilian education.
