| Abstract: | Palmas is a new city in Brazil’s northern region, planned in 1989 to be the capital of the state of Tocantins. The city was conceived with an implementation project carried out by specialized professionals. Palmas is structured through a macro-road grid that delimits the boundaries of the blocks and divides it into zones of use and expansion. The project, however, did not include a design for the interior of these blocks. In this way, it is possible to find certain disparities in the occupation process of the residential blocks. Most of them were built by private real estate companies that bought the land from the government in the early years of the city’s formation. These blocks were occupied by those that were able to buy the plots sold by the companies. Due to strong real estate speculation, several irregular settlements were built in the areas of expansion and environmental preservation since the beginning of Palmas’ construction, inhabited by lower-income families who couldn’t afford to buy land in the central areas of the city. At the early 1990s, the government donated plots in three residential blocks near to the civic center so that these families could build their homes; the site is now known as Vila União. The aim of this study is to examine the different morphological and social characteristics resulting from each of these occupations. This will be done by analyzing aspects of urban configuration, such as the distribution of uses and the design of the street network, of two residential blocks in Palmas dating from the same year of construction, 605 South and 305 North. It was possible to verify that the 305 North block, which is part of Vila União, has a configuration that is more propitious to the existence of urban life in public spaces. |
