Abstract:	This thesis seeks to analyze the recent experience in Brazil in the face of the emergence of global risks, requiring new strategies for their effective confrontation in order to preserve democracy and meet social and economic demands. This question constituted the guiding element for the research, in which theories, data and facts point out ideal solutions that could be adopted by the State in this new era. Focusing on the Brazilian public sector and aiming at resuming national development, the impacts of global risks, the policies already adopted in response to them, the role of the Center of Government, and possible sustainable development strategies were all studied and analyzed. The study draws upon the works of leading national and international experts, official reports, databases, public policies, as well as laws and decrees. Initially, we analyze the concept of a world-risk society and highlight some risks that emerged at the beginning of the century. Next, we address their impacts in Brazil, considering our national singularities. We then approach the concept of a Center of Government, a management structure capable of coordinating the implementation of political strategies. Finally, Lula's strategy for fostering sustainable development and tackling global risks is analyzed. Our main goal is to demonstrate that the Attorney General's Office, part of the legal unit of a reinvigorated Center of Government, has been playing an essential role in implementing and defending this political agenda. The findings underscore the necessity of establishing a robust and nimble Center of Government in the face of the radical uncertainty the world risk society brings. This Center of Government, in which the Attorney General's Office plays a strategic and transversal role, emanates governance structures that articulate, coordinate, and integrate public action. Such a setup will provide the necessary legal and administrative security for implementing a governmental agenda that aims to drive sustainable development and effectively prevent and respond to the crises of the 21st century.
