Abstract:	This research conducts a comparative cost-effectiveness analysis of the "Social Rent", established by State Law nº 21,186 of November 30, 2021, and "Zero Cost House", established by State Law nº 21,219 of December 29, 2021, within the "To Have a Home" Program of the State of Goiás, with resources from the State of Goiás Social Protection Fund - PROTEGE GOIÁS, with the objective of combating the housing deficit in the State. The first program consists of a monthly financial aid for low-income families who cannot afford to pay rent for a home. The second consists of the delivery of a house, without any burden on the beneficiary, to vulnerable families, who cannot afford to finance a home and have an income of up to 1 (one) minimum wage. The research used data produced by the Goiana Housing Agency (AGEHAB), through the application of the Socioeconomic Questionnaire, as well as information from the Social Reports, prepared from home visits with the application of a social interview by social workers from the Agency's Social Assistance Coordination. It also used information contained in the quarterly Evaluation and Monitoring Reports and in the Social Diagnosis, all prepared by the AGEHAB Social Assistance Coordination. Equally relevant were the data from the Technical Report on the Housing Deficit based on the 2021 CadÚnico data, calculated by the Mauro Borges Institute (IMB) for calculations on social issues involving the population with the lowest income and the highest social vulnerability. The results indicate evidence that "Social Rental" is a more cost-effective program in the short and medium term than the construction of "zero cost houses", in addition to reducing the housing deficit at more significant levels. The research results also suggest that "Social Rental" is a more effective public policy in combating the housing deficit in the State of Goiás, which generates reflection on its strengthening and expansion, with the objective of serving a larger number of families.
