Abstract:	The article starts from a multidisciplinary theoretical framework with the purpose of deepening, based on intra-urban spatial analysis, the understanding of urban economic dynamics of price formation, the instruments used by real estate entrepreneurs and the desires of the demanding market. It uses as parameters for the study the paradigm of balance and the paradigm of conflict to broaden the understanding of the different explanatory strands about the organization of cities. It uses as a case study the urban development of the Santa Catarina municipality of Balneario Camboriu, seeking to identify the factors that led it to the accelerated process of urbanization, growth and verticalization and to evaluate some of its implications, in terms of infrastructure, environment and social indicators. As final considerations, the article suggests that, sometimes, the dynamics of the market itself can generate development and positive externalities to society, questioning the need for massive control by the public power and the adoption of complex urban instruments to distribute, to society as a whole, the private gains arising from the appreciation of real estate.
