Abstract:	The study seeks to understand the role of bureaucracies, in particular the middle- level at the federal level and the street-level bureaucracy at the municipal level in the process of implementing actions to control poor families. To this end, I emphasize the creative role of the actors that implement the social protection policy, in particular the Single Registry for Social Programs. These control processes concretely interfere in the inclusion and exclusion of families in social programs that guarantee protection for the poorest families. The data that supported the research were collected through 111 interviews with middle-level bureaucrats from the Federal Government, municipal managers, interviewers from the Single Registry, coordinators of public facilities that carry out the Single Registry and higher-level technicians. These data were complemented with documentary analysis. This information was analyzed systematically through qualitative and quantitative techniques in order to identify patterns and relationships among the dimensions of analysis so as to answer all research questions consistently. The results of the research point to a situation in which bureaucrats constantly experiment and justify their actions. At the central level of policy design, this characteristic explains why policy objectives change and have different meanings over time. With respect to street-level implementation, constant changes interfere with the way the bureaucrats evaluate the policy and seek to develop procedures that complement or contradict central guidelines.
