Abstract:	Brazil is an eminently agricultural country. Agricultural research provides knowledge and technological assets that are transformed into innovation when they materialize into products used by the market or consumed by citizens, making the country more attractive and more productive. According to the 2020 Social Report, Embrapa is today one of the largest research institutions in the tropical world. It has 8,152 employees, of which 2,244 are researchers, 10.31% with a master's degree and 88.91% with a doctorate. Its activities cover several sectors of agribusiness: agribusiness, fibers, forests, livestock, grains, information technology, family and indigenous agriculture, among others. Therefore, many Brazilian municipalities would like Embrapa to be present in the region. However, the project to create a Decentralized Unit (DU) in addition to being very expensive, also requires a lot of negotiating power, becoming an expensive and bureaucratic process, in which the current world scenario becomes practically unfeasible. The proposed business model is based on carrying out RD&I activities in collaboration networks and collaborative economy, with low implementation cost, aiming to promote the decentralization of Embrapa's activities in regions where it does not have a DU. The legal format of the proposed business model, called the Mixed Research and Innovation Unit - UMIPI, is based on the celebration of strategic alliances, through the legal instrument of Partnership Agreement, between Embrapa and one or more institutions, public or private , national or international, with a view to meeting regional or territorial needs and solving RD&I challenges. The draft of the standard that is intended to be internalized in Embrapa to regulate the UMIPIs includes normative commands prepared based on internal and external analysis of strengths, opportunities, weaknesses and threats, extracted from the management tool, SWOT matrix, widely used to carry out planning of companies and new projects.
