Abstract:	Despite the huge reserve of fresh water in Brazil, the country does not guarantee, for a number of reasons, the supply of water for the entire population and with the growing demand it faces challenges to balance existing water availability and demand for multiple uses. A number of factors explain why: despite the abundance of water, the country has difficulties in meeting its demands, whether for urban, industrial or agricultural use, in certain places or in certain periods of time. First, the spatial variability of water reserves in Brazil must be highlighted. Much of the reserve is spread over the less densely populated region. Second, the demand continues to grow due to a series of factors (population increase, expansion of irrigated agriculture, industrialization, income growth, among others). In the last decades, the legal-institutional framework for water resource management in Brazil has been modified with the enactment of Law 9,433 and the creation of institutions such as the National Water Agency, river basin committees, among others. Additionally, in the same period, new principles were incorporated into public management, such as, for example, the requirement for society to participate in public policies life cycle. In 2019, the Federal Government launched the National Water Security Plan (PNSH), proposing a Program for investments in water infrastructure with the aim of increasing the level of water security for the Brazilian population. This work aims to evaluate this Plan. Based on the premise of the theory of complex problems, the PNSH is analyzed in an attempt to demonstrate the degree of complexity of such a Plan, to identify some of its limitations and, eventually, to contribute to its improvement. It is verified whether social participation occurred during the process of preparing the PNSH (between 2012 and 2019), according to the principle of modern public administration, Law 9.433 and according to the theoretical foundations of complex problems. Among the identified limitations of the Plan, mention should be made of the reductionist approach to water security in the form of investments in water infrastructure.The PNSH addresses the issue of water security only on the water supply side. Little is concerned with initiatives related to demand (efficiency of use) or even supply, besides the aforementioned water infrastructure investments.
