| Abstract: | A research that analyzes the Brazilian foreign policy for the oceans through two prisms: The military political vision of defense that is found in the National Defense White Paper together with the National Defense Policy (PND) and the National Defense Strategy. In order to understand the issues of sovereignty and defense of Brazil's maritime borders and the exploitation of living and non-living natural resources such as oil and gas under national jurisdiction, which are formalized through Decree No. 5.484 of June 30, 2005 and names as Amazônia Azul the Brazilian continental shelf around the South Atlantic, as well as the position of the Maritime Authority, the Brazilian Navy with the biodiversity of the ecosystem resources of the oceans. In order to do so, we sought to understand the concept of ocean governance implemented since 1994 with the UNCLOS ratification of 1982 and Brazil's participation in this scenario. On the other hand, the issue of diplomacy exercised through the Itamaraty and other public agents, mainly the executive branch through SECIRM (Executive Secretariat of the Interministerial Commission for the Resources of the Sea), the focus of the study was three questions: 1 ) How has Brazil responded to the challenges addressed in the UN negotiations on biodiversity beyond national jurisdiction? 2) To what extent does the concept of Amazônia Azul structure the Brazilian response in the UN agendas regarding marine biodiversity? 3) Does Amazônia Azul meet the demands of the UN environmental, economic / commercial and scientific agendas? The data show that Brazil has the potential to participate more actively in global governance of the oceans and that its holdings have had some relevance as regards issues of security and extension of the sea borders and exploitation of natural resources. The methodology used was an exploratory descriptive study through a large bibliographical research in scientific articles, official documents, theories of international regimes, reading on security and defense to understand the actors, factors and processes that design the research framework in the area of International Relations. The results have been that global governance for the oceans is complex and fragmented from the UNCLOS, complex for managing living and non-living, biological and mineral resources in a healthy and fragmented way as it involves various actors such as States, Institutions, IOs, Civil Society with disparate interests in managing these resources on the planet. Brazil within this paradigm follows through the SECIRM in the defense and security of the Blue Amazon and in the exploitation of resources. The research was completed with the understanding that Amazônia Azul is an extensive marine area of the Brazilian strategic environment that seeks to extend its continental shelf to 350 miles for exploitation of mineral resources and delegation of domestic security and defense policies. However, it does not constitute an effective national code. |
