Abstract:	Objective of the study: To analyze the financing of the Sport and Leisure Function (SLF) by the Municipalities, States/Distrito Federal (DF) and the Union from 2013 to 2018. Methodology/approach: Qualitative descriptive-exploratory research with documentary analysis based on data from the Sistema de Informações Contábeis e Fiscais do Setor Público Brasileiro (SICONFI) and SIGA Brasil. Data analysis was based on the magnitude of expenditure indicator. Originality/relevance: Conducting an unprecedented analysis of the totality and participation of the different federated entities of the Brazilian State in the budgetary financing of sports and leisure. Main results: Most of the spending on the SLF was made by the Municipalities, followed by the States/DF and, finally, the Union. Although the Municipalities and States/DF are the federated entities that have less resources to spend with the different public policies, they are the ones who direct the most resources from the public budget to the FDL. In all the years analyzed, the Union and all the States/DF spend on SLF, with over 90% of Municipalities also having this type of expenditure. Theoretical/methodological contributions: The study demonstrates the totality of the budgetary expenditure of the Brazilian State with the FDL, as well as the participation of the different federated entities. The main role of sports and leisure budget financing has been the Municipalities, so they are the main promoters of public policies in the sector.
Resumen:	Objetivo del estudio: Analizar la financiación de la Función de Deporte y Ocio (FDO) por parte de los Municipios, Estados/Distrito Federal (DF) y la Unión de 2013 a 2018. Metodología/enfoque: Investigación cualitativa descriptivo-exploratoria con análisis documental basado en datos del Sistema de Informações Contábeis e Fiscais do Setor Público Brasileiro (SICONFI) y SIGA Brasil. El análisis de los datos se basó en el indicador de magnitud del gasto. Originalidad/relevancia: Realizar un análisis inédito de la totalidad y participación de las diferentes entidades federadas del Estado brasileño en la financiación presupuestaria del deporte y el ocio. Resultados principales: La mayor parte del gasto en el FDO lo hicieron los Municipios, seguidos por los Estados/DF y, finalmente, la Unión. Aunque los Municipios y Estados/DF son las entidades federativas que menos recursos tienen para gastar con las diferentes políticas públicas, son los que más recursos destinan del presupuesto público al FDO. En todos los años analizados, la Unión y todos los Estados/DF gastan en FDO, teniendo más del 90% de los Municipios también este tipo de gasto. Contribuciones teóricas/metodológicas: El estudio demuestra la totalidad del gasto presupuestario del Estado brasileño con el FDL, así como la participación de las diferentes entidades federadas. El principal papel de la financiación presupuestaria del deporte y el ocio han sido los Municipios, por lo que son los principales impulsores de las políticas públicas del sector.
