Abstract:	Emerged in the late 2000s, the concept of nature-based solutions (NbS) has gaining prominence among international organizations and in the European Union as a bet for adaptation to climate change. NbS are understood as solutions that have somehow been inspired, copied or based on natural processes to generate social, environmental and economic benefits for society. In Brazil, this umbrella concept began to gain space in 2015 through projects led mostly by international organizations, within the lines of action of federal government portfolios such as the Ministries of Science, Technology and Innovations, Environment and Regional Development. From a critical reading of the concept, the objective of this thesis was to identify elements for translating the concept of nature-based solutions into the national context. To build our argument, the steps of analysis included conducting secondary research on national public policies, applying an analysis model, conducting interviews and applying a questionnaire among Brazilian public managers. The analyzes sought to investigate how and if the concept of NbS is addressed in each selected public policy document, identifying the challenges addressed, the elements and terms of NbS mentioned, as well as the types of intervention proposed. With the results of the analysis of adherence to Brazilian legal instruments, interviews were conducted with federal public managers working on the urban environmental agenda in order to understand the perception of these actors about the concept and their possibilities of adaptation to the Brazilian context. It was identified that the national policies analyzed present, in general, medium support to the concept, which represents that the SbN are not a relevant resource for public policy, but their implementation is supported through references to individual/specific elements of NbS and other interventions related to the concept. This diagnosis is positive for Brazilian legal instruments that show explicit references to the use of nature as an alternative to social, environmental and economic challenges, internalizing them in the principles and objectives of national policies. This would be a starting point for translating the concept to Brazil, demonstrating that there are paths for its implementation, supported by national legal instruments. The thesis also points to four central elements for the process of translating the concept into the context of Brazilian public policies: (1) challenges; (2) discourse; (3) initiatives and (4) financing.
