| Abstract: | The Federal District of Brazil suffered with an unprecedented water crisis in the period from 2016 to 2018. Based on this historical fact as a starting point for a reflection on a more profound crisis, we explore the idea of a crisis of the reason that intend to govern water, an univocal reason. Inspired by discourses of decoloniality and Political Ecology, we presented a Critique of the Hydric Reason, that we use to question the instrumental and economic rationalization; which creates a dimension apart from the rest of life, called Water Resources. Abandoning the tradition based on the theory of rational action, the philosophical matrix under review suggests the construction of other ways of thinking on water, which seeks to overcome a dichotomous vision between nature and culture. This matrix is provided by the Process Philosophy or Cosmology of Organismic thought, based on the philosophical contributions of Henri Bergson and Alfred N. Whitehead. In contrast to the idea of rational action, we proposed the concept of creative action based on this philosophical tradition, which is claimed as the foundation for new approaches to economics, governance and politics. From a criticism of the ideas of rational management and use of water, it is presupposed that the future rationality that seeks to govern water flows must be multiple. Thus, the empirical effort of this thesis consists precisely in understanding the multiplicity of forms of reasoning with respect to the water and its future. Through the Q Method, four perspectives on water management were identified and labeled as: (i) Water and Soil, (ii) Mea Culpa, (iii) Standard Water and (iv) Precaution. For this methodology, we interviewed 26 and 27 relevant actors for the management of water resources in the Federal District, in the first and second rounds of interviews, respectively. Convergences, divergences and eventual conflicts between the different perspectives were found and it was discussed how these perspectives reflect new management practices. Seeking the expansion of the perspectives on water reason, a second empirical effort was developed with the experimental and speculative methodology of Politics of Nature, which counted on 26 managers and researchers. These new ways of thinking about water in its becoming propose a greater sensibilization regarding ecosystemic integrality in management and learning processes, with an impact on Environmental Education, through which it seeks to give meaning to nature-society inherence and the very idea of nature as subject of rights. The latter is possible to be operationalized with concepts such as Ecological Flow and Support Capacity of the territories. |
