| Abstract: | This study investigates the process of innovation in the management of the University of Brasilia, through the Decanates. whereas the innovation process needs a favourable context, its specific objective is to identify the process, describe the organizational structure, describe the roles of the decanates in the process, identify facilitating and complicating factors and point out improvements to their management. Based on the literature review, it was understood, first, the university context before the historical and the characterization of Brazilian public universities and university management, then, the innovation in which firm the concept used in research, related to the improvement, it was then the management of innovation and the innovation process, in which the generic model of Tidd, Bessant and Pavitt (2008) stands out, which provides the basic understanding for carrying out the research. Dand exploratory and descriptive nature, the research has a qualitative approach and the case study as a strategy, and used bibliographic research, documentary research and semi-structured interviews as techniques. Thus, the results present an extensive, divisionalized organizational structure, with functional departmentalization, a centralized but collegiate chain of command, a decision process linked to the chain, but that promotes social participation, communication related to formalization and a recent configuration of the innovation environment. The assignments of the decanates reflect the diversity of areas of university management and support innovation and its respective process. Identified in five phases - initial, preparation, implementation, evaluation and result -, whose activities are more solid in the first, the innovation process reflects the plurality of the university context, as it is a complex and non-linear process, since it needs to meet the diversity of areas and innovations, it is characterized as a social, dynamic, interactive, fluid and ubiquitous process. The factors that facilitate and hinder this process are related to the external environment, organizational aspects and contextual aspects, it was inferred from the analysis of these that the identified factors are not absolute, they have the potential to change along the organizational trajectory. The inferences of these objectives were fundamental for the proposals for improvements, among which are the insertion of the adjustment and learning phase and a sector focused on the internal innovations of the university. It is concluded that the innovation process occurs through the activities grouped in the five highlighted phases, it is engendered in university management, therefore, it suffers influences from the configuration of the organizational structure, from the assignments of the deans and from the contextual, organizational and external determinants. Just as, conversely, the innovation process has the potential to influence the organization, the respective management and the society to which it belongs, requiring the attention of managers and researchers, based on this it proposes an agenda of actions and search. |
