Abstract:	This work aims to analyze the impact of the organizational culture of a public institution on how its workers perceive, feel and act as they find solutions with collective impact in the effort to “make a difference”. The research focuses on the Brazilian Chamber of Deputies, an agency of the Legislative Branch, whose available rules and resources (structure) affect worker’s engagement (agency) differently at different times. The comparison of four sectors demonstrates the complexity of this government agency and of its different subcultures and problems to be solved. For the Legislative Advisory, the problem is how to make politics technically feasible; for the Secretariat of Social Communication, it has to do with the balance between the institution and its deputies on the one hand and the public, on the other; for the Secretariat of Internal Control, the control and encouragement of the managers is in tension with efforts to control the controllers; for the Central Administration, the problem is managing a billion real budget with increasingly scarce resources. The conceptual framework of the analysis is based on the pragmatism, symbolic interactionism, relational sociology, and social psychology. These theories, combined with the cultural artifacts from the social world under study (interviews, documents, and participant observation, focusing on narratives), lead to the conclusion that, despite (or because of) the structural and individual dissonances, despite broken expectations and disruptions, and despite principal-agent relations, some actors engaged themselves in two forms of cultural construction through interaction within the organization. First, they work to building the collective identity of “the Chamber public servant”. Second, they defend a central idea, perpetuated by the agency’s leaders since 1960: the importance of tolerating diversity and of innovation, that is, of permanently constructing democracy itself as the “right thing” to do. These public servants are “principled agents”, quite different from the inert or egocentric bureaucrats described by the principal-agent theory and by those who criticize public service, seen as a “non- identity”.
