Abstract:	Brazilian government spending on basic education rose 162% in real terms between 2005 and 2015, reaching R$294 billion. Improving this scenario requires the development of tools that can help governments access the efficiency of their educational systems. In this work, we discuss methodologies that can be used for this purpose and propose alternatives that can mitigate their weaknesses. We organize this study in three trials, which are largely independent from each other. The first essay assesses whether the use of proxies to represent government spending on public education provides sufficient and accurate information on the efficiency of their teaching systems. Our results indicate that such practices significantly damage the consistency of the efficiency rates estimated by the multi-stage DEA method (currently the most important tool used for this purpose.) In the second essay we seek to understand which factors — either controllable or not by school managers — have a greater influence on the efficiencies of the primary schools in the Federal District. Our results indicate that environmental variables related to the level of education and income of parents and to school safety have a greater impact on the dimension of efficiency associated with student performance (IDEB) during the initial years of elementary school. In the final years of elementary school and high school, student behavior and parents’ incentives mainly impact the efficiency associated with enrollments. Regarding school management, variables related to the School Council’s performance, class size, and internal communication have the greatest potential to impact efficiency rates. In the last essay, we discuss some of the recent criticisms of the multi-stage DEA method and test the alternative (probabilistic) approach of [Cazals et al. 2002; Daraio e Léopold Simar 2005] for calculating the efficiency rates of schools in public and private networks in the Federal District. Although the separability hypothesis on which the multiple-stage method relies does not hold for the sample of public elementary schools (Initial Years), the results of the probabilistic method confirm most conclusions obtained with the method of [Fried et al. 2002] in the second essay. The probabilistic approach also shows that private schools are on average more efficient than those of the public network even after considering the heterogeneous effects of the environmental variables to which these two educational networks are subjected.
