Abstract:	This study aims at analyzing which would be the potential motivations, interaction trends and interests established during the process to adopt climate change initiatives in the state of Mato Grosso, via Kingdon's Multiple Streams approach (2003). The study was organized by using a technique known as multipaper, in which there is an introduction section presenting the structure of the text, the research problem, objectives and justification. The other sections are organized as an article, and together make up this paper’s theoretical reference, in the end there is a section with conclusions and general recommendations building from crossing over the developments of previous sections. The Mato Grosso’s state background is linked to Amazonian contradictions, ranging from public policies of migratory incentives, colonization and agrarian policies, agricultural promotion policies, investment policies and programs for infrastructure, as well as command and control to curb deforestation, as well as forest, livestock and agriculture integration programs, sustainable forest management projects, among other environmental initiatives. The Mato Grosso’s agenda for climate change is broadly based on environmental issues, and is a process resulting from countless aspects such as the entrepreneurial capacity of certain stakeholders to influence the public agenda, which swayed among social and environmental nongovernmental organizations, representatives of the Federal, State and state government, as well as private sector stakeholders throughout the period from 2003 to 2014. It appears that this agenda is derived from the combination of aspects such as state alignment with national regulatory policies and frameworks, the need to respond to a more demanding consumer external market, the attempt to adapt to international production standards in order not to lose competitiveness, as well as the emergence of financial institutions that are likely to support sustainable initiatives and the socioeconomic activities of the state.
