| Abstract: | This research seeks to understand the implementation of workforce dimensioning in the innovation process in a federal public agency, the brazilian Ministry of Health (or Ministério da Saúde, as known in portuguese), according to the model by Tidd, Bessant and Pavitt (2008). It is argued that innovation can be considered as a means to gain performance or solve problems in the public organizational context. From a broad literature review, the theories and models inherent to the themes "innovation processes" and "workforce dimensioning" in the public service are presented and debated. The case study was carried out through bibliographic and documental research on the subject, as well as semi-structured interviews with seven professionals who work directly with the dimensioning of the workforce within the brazilian Ministry of Health (WD - bMH). The results of these interviews were studied in depth, through content analysis, and they demonstrated the importance of understanding how WD - bMH occurred to describe, from the empirical evidence collected, the innovation process here studied. Therefore, in order to achieve the purposes intended for the implementation of this new organizational method, it is necessary to structure the strategic scheme, comprising dimension 1, composed by two categories; and to execute the innovation process, constituting dimension 2, formed by five categories. It is also necessary to identify the factors that facilitate and hinder the innovation process, comprising dimensions 3 and 4, which are structured, respectively, by five and four categories. This identification evidences the mutual influences among these categories, indicating that factors that facilitate the innovation process must be potentiated and those that hinder the achievement of the results must be minimized. From the dimensions 1 to 4, a workforce dimensioning model is proposed for the brazilian Ministry of Justice and Public Safety (whose initials are MJ, as known in brazilian context), which includes the programming of the development of the new method implemented in the Ministry of Health, structured by nine components that should institute the improvement of workforce planning in the MJ. For future research, it is recommended to study the application/implementation of this organizational method in the public service; and to carry out a comparative study among public institutions of the same nature. It is also necessary to develop an instrument that measures the impact of the results of this method on the strategic objectives of public agencies; to characterize the learning process developed during the innovation process; as well as to identify impacts in each public agency submitted to this organizational method. Ultimately it is concluded that the implementation of the innovation process described in the present study should include programming and strategic execution, both adjusted to the organizational reality of the public service. |
