Abstract:	The theoretical basis of the dissertation is the contribution of the Economic Analysis of Law with its theoretical framework of the interrelated Economic and Legal Sciences and its interdisciplinarities and complementarities for the study of the Objective Environmental Civil Liability of the State that has catastrophic damage as its main north at the natural megadesastre in Nova Friburgo in the mountainous region of Rio de Janeiro in January 2011. The proposal is how the AED can effectively contribute to the State's Objective Civil Liability in the case of catastrophic damages by analyzing the applicability of the instruments developed in the theoretical framework of Economics and Civil Liability Law to the impacts of the case study. In methodological terms the work consists of both theoretical research within the scope of primary documentary bibliographic research and secondary sources of Economic Science in Brazil and internationally, and empirical, through qualitative research to give conceptual validity to the analysis object of the dissertation through the study of case carried out by the author with survey of primary and secondary bibliographic data and on-site research with survey of documents and quantitative research by the method of valuation of the replacement cost for the monetary value of the permanent materials and equipment replaced after the impact of the flood in the Secretariat of Education of the Municipality of Nova Friburgo. The study obtained a positive and satisfactory answer about the main contributions of the AED study in the Environmental Objective Civil Liability system in the Brazilian legal system to correct the negative externalities obtained in the case study with its preventive and remedial function in the case of natural disasters and catastrophic damage.
