Abstract:	This thesis has as its general theme the constitution of hegemony in Brazilian dependent capitalism. In order to maintain itself as a ruling class, the bourgeoisie must be able to bring together and lead social groups around a project that involves the political, economic, social and cultural dimensions. To aim this, it uses numerous mechanisms from its organization within the scope of civil society, expressing itself in the composition of the bloc in power and in the conformation of hegemony. This means that the position of certain fractions in the bloc in power outlines how they will appropriate portions of the public fund through economic and social policies. In dependent capitalism, this process is determined by the subordination of the local bourgeois class to imperialism, which has consequences for capitalist development itself and reduces the volume of public fund resources available for the reproduction of the working class.Within this scope, the present doctoral thesis aims to identify the recompositions in the bloc in power between 2003 and 2018 in Brazil, and how such intra-bourgeois adjustments are expressed in changes in economic and social policies, from the appropriation of the public fund by the different fractions of the bourgeoisie. To carry out this task, bibliographical and documentary research was carried out, with analysis of the documents of the entities of the bourgeois class representing their industrial (CNI), agrarian (CNA), commercial (CNC) and banking (Febraban) fractions, explaining the absorption of their demands by the State. The research made it possible to visualize the conditions for the rise of the Workers Party (in portuguese, Partido dos Trabalhadores - PT) to the federal government, the changes within the bloc in power from the project of class conciliation and the international economic situation and, finally, the crisis of hegemony which was drawn up in 2013 and whose attempted resolution by the different bourgeois fractions occurred with the coup on the government, with the perpetuation of dependence and strong effects on the public fund and economic and social policies.
