Abstract:	This work sought to understand how the Brazilian State took part at the successful internationalization process of Empresa Brasileira de Aeronáutica S.A., today only Embraer S.A.. Based on the literature review of International Political Economy literature, the specialized literature on the aeronautical industry and field research, using the relevant actors in the company's internationalization and technological training process as a research and interview technique, we analyzed this case study and with which tools can a state promote its aeronautical industry, with the objective of inherit the benefits of having a technology-intensive sector, capital and highly skilled workforce in the national territory. The research question is: what is the participation of the Brazilian State in the success of Embraer's internationalization process? It is noticed that, despite the growing rivalry between the public and the private in global capitalism, this only applies for countries that are not involved in the most complex layers of a product's value chain, considering that national development based on innovative industry, such as aeronautics, historically counted on a State, or group of States, strong and active behind its success. The result shows that the Embraer case was not different and the Brazilian State was decisive for the greatest success of Embraer's internationalization and this participation was sustained in three aspects: in the process of technological accumulation since Embraer was state-owned, of the public demand for innovation in the Defense and Security segment; and, finally, as advantageous financing conditions offered by the Banco Nacional do Desenvolvimento Econômico e Social (BNDES).
