Abstract:	The economic and inflationary stabilization achieved since the Real Plan, plus consistent programs for generating employment and income, as well as reducing poverty, has changed paradigms in terms of consumption and access to credit by the Brazilian population. In this direction, the evolution of banking sector regulation, as well as the innovations brought by this segment, demystified a large part of financial products and allowed the creation of more attractive solutions for consumers, such as payroll loans. The latter, mostly aimed at public servants and INSS retirees / pensioners, is characterized by affordable interest rates and more flexible payment terms, leading its target audience to consider with greater sympathy the anticipation of consumption that, otherwise, would be disowned or postponed. Such a scenario has been a backdrop for the growth of payroll loans consistently since the beginning of the 21st century. On the other hand, access to credit in Brazil has not necessarily been accompanied by financial education, causing, in parallel, an increasing degree of indebtedness and, ultimately, default. In this perspective, the present quantitative study aims to provide an overview of the indebtedness of SEEDF employees with the use of the payroll loan in the 2016 - 2018 triennium, pointing out its characteristics and segmentations, as well as listing opportunities and challenges in the implementation of programs and actions of encouraging financial education and the conscious use of credit. In view of the case study, the main findings account for the apparent homogeneity in the propensity to take payroll loans between active and inactive employees, as well as between men and women linked to the agency in question. As for the evolution of the payroll amounts, 2018 showed a sharp drop in numbers, contrary to the continued upward curve of this financing modality since its first regulation. Stratified by functional category, the teaching staff appear as the main public taking the payroll loan, with frequency higher than 80% of the contracts in the average of the observed period. Based on this analysis, and in light of the theoretical framework presented, the adoption of training and programs that use new technologies, especially those adhering to the pillars of fintechs.
