Abstract:	This thesis analyzes a group of academic collaborations experiences related to three global universities – Harvard University, Columbia University, and University College London – and Brazilian institutions, whether in the development of research activities, workshops, design studios and urban consultancy. It is assumed that global universities, so-called World Class, navigate with cunning abilities in a higher education system that is beyond territorial boundaries, in a multi-scale domain that crosses local and national powers. It is also considered that training in Urbanism and Planning in significant centres, currently, imposes the need to acquire skills in cross-border operations, as part of the demands from the work world, acquiring the skills for global practice. The Cités analytical framework, formulated by Luc Boltanski with Laurent Thévenot, and Ève Chiapello, serves as a reference to build a frame with the main values, profiles and devices that are usually at stake for those the situations in which collaboration activities are carried out. These research activities are considered as structured in a network, directed towards its expansion, benefiting the collective domain with the sharing of ideas and experiences. This way, the “Projective University”, as it is called in this Thesis, represents a new relationship between academic life and the routines of being inserted in research projects as varied as possible, at a marked pace due to the time of the market world, which inhibits greater critical investments and the construction of more solid networks of solidarity. Based on the contributions of Pierre Dardot and Christian Laval, the analysis of how these projects fit into the research structures showed how neoliberal governmentality, as rationality, is strongly established on the entrepreneurial and competitive logic of academic units. From the case studies, it was possible to identify that the applied research activities have been instrumental to this rationality, tending to legitimize the role of multinationals and the State in conducting the territory, without opening opportunities for greater popular participation. Expressions of counter-conduct were also identified, as alternatives to this broader process, which stand out, above all, for the potential insertion of social movements in academic collaboration networks.
