Abstract:	This research has the goal of investigating the telework implementation in the Office of the Comptroller General (CGU) – which is the Presidency immediate adviser and the responsible for the public management transparency. This study is focused on understanding the operation of the Demand Management Program (PGD) that is used in the entity. A qualitative research with exploratory and descriptive trait was used based on a case study in a public entity of the Federal Executive Branch by using document research techniques and semistructured interviews, which were examined through content analysis. The results show that the trigger for the program creation was the search for a more professional management focused on the productivity increase and on the improvement for the civil servants’ life quality. The program implementation respects the relevant legislation and it was done in eight stages, based on a feasibility study and finished with creation studies of two other projects – PGD- Projects and Continuous PGD. The development of control and management computerized systems enabled the productivity increase and a view on the PGD contribution by the responsible unit in order to reach the organization goals. The implementation stages identification allowed the gathering of eight enabler and challenger elements of the implementation process and the PGD management. At the end, after considering the expertise of the program management entity, this research proposes a guide for the construction of a work plan – which is a necessary stage for a management program for Federal Higher Education Institutes (IFES) and for the Science and Technology Federal Institutes (IFETC). One can conclude that the implementation of the administration of the CGU management program is successful. The maturity that was reached based on this model use experience made the PGD into a model of benchmarking for other entities. Its implementation asserts new paradigms for an efficient management, once it takes out the focus on the procedures and starts focusing on the results.
