Abstract:	This study is part of the theme of implementation of public policies. It deals with the Federal Universities Expansion and Restructuring Plan (REUNI), created from the Education Development Plan (PDE) during the second government of Luís Inácio Lula da Silva (2007- 2010), with the objective of expanding the access of Brazilians to public higher education. Considering the scope of the theme, the project presented by UnB is prioritized, due to the peculiarities inherent to this institution, among them: to be located near the decision-making centers of national public policies; to be the university whose creation project was prepared by Anísio Teixeira, and Darcy Ribeiro, in the 1960s, and mainly because it is the only institution that, unlike others, presented two restructuring plans within Reuni. The research is qualitative, supported by the Policy Cycle approach and by content analysis. The Results and Processes Map (MaPR) was used to present the UnB Reuni. The choice for these strategies was due to the possibilities of characterizing the phenomenon and gathering information about the object, as they favor the identification of the actors and the influences on decisions for the (re) elaboration of UnB's Restructuring Plans. For this, a bibliographical and documentary study of the historical course of the university (from the genesis to the present time) was achieved, considering the contexts of influence. In addition to the documentary analysis produced during the program implementation period, semi-structured interviews were conducted with actors who were involved with the first and second projects presented. The research rescued the original conception of UnB, from its Guiding Plan, elaborated, particularly, by the commitment of Anísio Teixeira and Darcy Ribeiro. In this direction, the thesis, supported by these assumptions and the identification of the indicators presented during the expansion, sought to characterize the success or not of such an expansion process, mainly, to what extent Reuni updated or distanced itself from the desire of its founders.
