| Abstract: | This master’s thesis aims to analyze the process of militarization in the public education of schools in the State of Goiás, which began in 1999, has been expanded since mid-2015, as a social control action, and transformed into public policies, moving school management away from a democratic management and implementing a culture of fear model through the imposition of rules and promotion of meritocracy and hierarchy. Based on this process, several Goiás municipalities militarized their schools with the approval of a politicaleducational directive of the Goiás' government - at the time, under the administration of Marconi Perillo, PSDB, and maintained by the current government under the administration of Ronaldo Caiado, DEM. The purpose of this work is to understand the management of militarized schools in the Metropolitan Area of Brasília and its relationship with the subjects involved. The cities of Goiás where the researched schools are located have the same sociocultural characteristics, peripheral regions, with high crime rate and absence of public policies on culture and basic sanitation. The students of the militarized state schools, whose total control was given to the State Military Police, start to wear uniforms, enter the school institution through a lottery, learn military exercises and have disciplines and training based on the military regime similar to the headquarters. One school, among many schools in Goiás located in Valparaíso de Goiás-GO, received the model implemented by the Education Department in partnership with the Military Police. The management, formerly made up of teachers from the state network, was replaced with armed and uniformed military personnel. The coordinating body was shared between pedagogical and disciplinary division, the second one being composed of military personnel, and teachers were prohibited from going to assemblies and now they have to wear white coats. There is no Grêmio Estudantil [Students’ Representative Council] or collective debates. This military policy follows the agenda of a new Brazilian political scenario where the president seeks approval in national level to this policy and to other actions that seek the immobilization of education, aligning them with a neoliberal technicist tendency, such as Escola Sem Partido and High School Reform. To understand this process, we used the theoretical framework of Historical Dialectical Materialism, performing documentary analysis, content analysis, questionnaire application with the teachers of a militarized school in Valparaíso de Goiás-GO and field observation. |
