Abstract:	The constitution of the National Technical Assistance and Rural Extension Policy - Pnater represents an important milestone in the rural extension focused on agrarian reform in Brazil, surpassing the emergency and regionalized characteristics of the first initiatives aimed at this public, namely the Lumiar and Contacap projects. However, despite the efforts to implement the actions of the Policy, there are still problems that hinder the implementation and continuity of ATER work. The identification of these problems and the elaboration of proposals to solve them are fundamental steps for the guarantee of quality public services with significant results for the workers of the field. In this sense, this dissertation aimed to identify and analyze the main difficulties faced in the implementation and execution of rural extension services that may have a direct influence on the achievement of the ATER Policy objectives, as well as the impacts caused by the discontinuity of these services in the agrarian reform settlements. For this, it seeks to understand the historical role of rural extension by analyzing aspects of the agrarian question and the modernization of the countryside; peasant agriculture and family farming; agrarian reform settlements and agroecology. It addresses conceptual aspects of the term rural extension, highlighting historical passages of the extensionist action until the consolidation of Pnater as one of the main policies aimed at the development of the settlements. It also presents a legal framework with the main legal instruments that regulate the actions and an analysis of the evolution of the Policy in the number of families served, financial resources available and the recent measures that lead to the weakening of policies aimed at agrarian reform, highlighting the extinction of MDA and the significant resource cuts. The results demonstrate that the importance of rural extension services has become indisputable, but the methodological aspects applied in the practical implementation of services still fall short of the guidelines of the Policy, mainly in the actions involving agroecology and the participatory approach. The discontinuation of services is linked to the delay in the transfer of resources by INCRA, directly affecting the social and productive organization of the settled families.
