Abstract:	The Brazilian law enforcement officers of the federal government are in charge of evaluating the quality of the interstate waterborne transport of passengers. These services are provided by the private sector, while regulated and supervised by the State. The legislation and regulations in force, in particular Resolution 912-ANTAQ of 2007, establish that users should receive an adequate service. However, neither the law nor the regulations of the waterway industry prescribe the expected quality levels of the service by shipping companies and their vessels transporting passengers on interstate or international routes along the Amazon basin. Thus, the context of implementation of the waterborne transport of passengers is of low formal definition or, regarding some attributes, of absence of objective parameters of measurement of the quality of the service. In this sense, the implementation phase of this policy is marked by problematic preferences, as addressed by Zahariadis (2014), who points out that this concept refer to the dynamicity of the interests of policy makers or the lack of transparency of these preferences. Keeping the basic terminology of the theoretical framework used in the research, the Agency Theory, it can be said that the agency relations established between the mid-level bureaucrats (the managers settled in Brasilia and the heads of regional units) and the street level bureaucrats (law enforcement officers) may be marked by incomplete information, as well as divergent interests and goal conflict. However, the research showed that, although the legislation and the regulation of the sector present gaps on the practical aspects of the service quality audits, the inspections’ outputs are relatively cohesive due to coordination. This coordination occurs both tacitly, among public agents in their daily relations, and deliberately, by the mid-level management of the federal regulatory agency through the institutionalization of rules and procedures. This research presented which instruments operate this coordination and demonstrated how effective these instruments are in equalizing the agenda of the law enforcement officers and their managers as to what is important to be observed during the quality inspections. Data was collected by documentary research, participant observation, surveys and interviews. Qualitative and quantitative data were triangulated. More than 65% of federal law enforcement officers operating in the Amazon region participated in the survey. The collected data was examined using R Project, using inferential statistics and content analysis.
