| Abstract: | In 1999, the Institute of Medicine from The United States of America published the report To Err is Human: Building a Safer Health System where it was publicized significant recommendations about patient safety. The assumptions diffused in this document guided theoretical and empirical studies in several health areas. The proposal is to establish a culture where the professionals should learn from their mistakes, giving opportunities to development. Given the scientific, social and professional relevance of this theme, this research aims the investigation of the patient’s health safety by the light of bioethical precepts. The precepts defined in the Responsibility Principle of Hans Jonas and in the Universal Declaration on Bioethics and Human Rights, from UNESCO, in particular its articles: 3- Human dignity and human rights, 4- Benefit and harm, 8- Respect for the human vulnerability and personal integrity and 14- Social responsibility and Health. It is a descriptive, correlational and analytical study carried out with 378 professionals in a health organization from Distrito Federal, Brazil. The data was collected through the instrument Hospital Survey on Patient Safety Culture (HSOPSC) and analyzed by the Statistical Package for Social Sciences (SPSS), version 22. The results show a prevailing young profile from the participants; professional categories which possess different perspectives on the patient’s safety culture; and the divergent way in which the administrative and the direct care provider areas treat the punitive culture to errors. Cronbach’s Alpha Multivariete Analysis showed low internal consistency in three dimensions from the data collection instrument, which presented values below the recommended. It was concluded that, due to the prevalent profile of young professionals and with recent performance in the institution, it is imperative to develop activities designed to the professional qualification and training aimed at the patient’s safety culture. Finally, it is important to emphasize the responsibility of managers and organizational leaders for the valorization of human dignity, respect for the context of vulnerability in which patients are inserted, and the quality of health care with minimization of harm. |
