| Abstract: | This study investigates the formulation and implementation of the National Strategy for Dissemination of Building Information Modelling (BIM), a public policy adopted by the Federal Government to promote an adequate environment for BIM investment and its diffusion in Brazil. It is argued that public works constitute an important means to render public services; that these receive billionaire investments from public accounts, and show repeated occurrences of discrepancies. Countries such as the United States, the United Kingdom, the Netherlands, South Korea, Denmark, Finland, Singapore and Norway have adopted BIM as a national policy preceding the contracting of public works by the government, achieving gains in agility, transparency, and economy. Based on a review of the literature, theoretical conceptions are presented and discussed in order to evince the overlapping points within the themes of public policy, public works within the context of public policy, government procurement and BIM. Qualitative research of an exploratory and descriptive nature was carried out, stemming from a case study of public policy implementation, and using techniques of documentary research and semi-structured interviewing, which were examined through content analysis. The results obtained through profiling of public spending, in a period prior to the implementation of BIM BRA Strategy, enable the establishment of parameters to evaluate the future impact resulting from the demand for BIM in the planning of public works. In the analysis of the five dimensions defined for detailing, seven categories were established which contributed for the comprehension of the process of formulation and implementation of the BIM public policy in Brazil. The identification of stakeholders affected by the disruptive change proposed by the adoption of BIM, as well as the presentation of proposed recommendations to aid them in the process of change, are highlighted as contributing factors. The results obtained from the analysis of normative acts from which public policy originated, allow for an identification of the cyclical phases regarding the agenda compilation, establishing of alternatives, decision-making, formulation and implementation of BIM BRA Strategy, thus consolidating the comprehension of theoretical fundaments related to the policy cycle. Results obtained while identifying the role of public spending have shown that the magnitude of the State’s purchasing power functions as a market inducer in proportion to the way public organs begin to enact the demand for BIM in the hiring of large-scale public works in the country. This study concludes that the mitigation of the market, by demanding the use of BIM technology, assumes a character of governmental procurement policy, in which public licitations possess a regulatory character in proportion to their role as platforms to implement public policies of incentive and are feasible through the use of the State’s purchasing power. |
