Abstract: The world panorama presents a worrying picture regarding water resources. Nowadays more than half of the world population lives in urban areas. Given this scenario, we have been looking for more suitable and efficient ways to use and manage water. In this way, the concept of water security has gained more and more notoriety. Thus, the objective of this work was to generate an Urban Water Security Index (UWSI), to assess the territorial management process, water and environmental resources. For that, urban morphology and ecosystem services were evaluated, having as a case study the urban area of the Federal District - DF. One of the premises was to seek an approximation between the scientific research and the public decision makers. The conceptual basis conceived for the UWSI proposal was guided by three main axes: supply, ecosystems and socio-environmental aspects. The index construction followed five main stages: a) mapping the urban structures types (UST); b) resampling and consolidate the data; c) generate the urban ecosystem services indicators; (d) creating indicators to assess the water supply situation; e) application multicriteria analysis to generate UWSI. Six main criteria and 21 indicators were considered. The index was generated through the criteria and indicators weighting, using the Analytic Hierarchy Process. Were invited representatives of the main public agencies of the DF related to territory management and water resources and also researchers with knowledge in this theme. The index was constructed with the aid of the AHP - Online System software, which the participants responses were compatible and also performed a consensus analysis. It was verified that participants answers had a great similarity, with 76 % of consensus. The criteria were scored with relatively homogeneous levels of importance. The most important criteria were Ecosystems (23%) and Quantity (20%). Among the indicators, the most important were: rainfall coefficient (9.2%), wellspring quality (8.4%) and water demand (8%). The results generated for UWSI ranged from 0.27 to 0.67 (maximum range 0.0 to 1.0). None of the urban areas of the DF have a good UWSI for 2009. 90% of the area had low water security (UWSI 0.4 to 0.6). The highest values (> 0.6) occur in isolated points. The worst situations were evident in outside areas of the consolidated urban area. The DF situation is currently critical to water resources and more specifically to access drinking water. Thus, it is believed that the index generated and the proposed methodology can be used as a support tool for water resources management, not only in the short term, but also in the long term. And especially for predictive actions, which point out the most relevant problems and enable from the analysis actions that effectively can heal or mitigate them. Finally, it is possible to emphasize the acceptance of the governmental organs for the use of the UST as an instrument of management of the urban areas.
